Yes. This is the plan. Stay at home and take your own precautions once the population has been offered two vaccine doses.

Test and trace was not feasible with the numbers we are experiencing (that we expected to experience to an extent).

And as the wave passes, people will need to deal with the inconvenience, shortages, lack of services, illness and deaths.

I don't think that expectations have been managed well.
