These are are not drawings of bags on cool, model-looking people, they are actual, physical bags that can hold things.
These two-dimensional looking, cartoon-esque bags are the brainchild of a Taiwanese company called JumpFromPaper.

The company has said they they hope the bags, “encourage people to discover their whimsical personality, and for their imagination to go wild.”
JumpFromPaper began in 2010 and have cemented themselves as a firm favourite among many street style stars.
The pop-art style bags can be shipped to Australia and start at the not-so-fun-on-your-wallet price of $115 and go to $195. But hey, the look awesome right? #worthit.

I saw these last year in Melbourne at the Queen Vic markets - not sure how much they were but thought they were super cute! Wish I had bought one now :(
