My brother's best friend exposed himself to me three times over a couple of months when I was 13yo. It was very creepy. But, it's weird, I never thought or wondered if I should say anything to my Mum at the time. Maybe because he made every time seem like "an accident". I told my Mum about it when I was 33 and sadly she was adamant I oughtn't say anything to my brother because it 'would reck their friendship' (which in fact was very distanced anyway because they live in different states). I had concerns because my brother had young daughters *just in case* they ever reconnected. Anyway, I rowed with my Mum about it and it took a good 2 years to heal that rship. I told my brother anyway, and he was fairly dismissive of it saying his friend was pretty messed up back then. But fortunately, my sis-in-law was present when I first told my Mum and she got it, straight away. I hope I can protect my kids from these kinds of freaks. Just last month a guy from my suburb was jailed for molesting two boys in Scouts! And last year an ex-doctor, charged with indecently dealing with patients exposed himself to a woman in public, years after the original charges and his striking from the med profession. I live in a fairly small village in the UK. This really shits me...
Really sorry you met with this incredibly dismissive reaction. Well done for persevering to protect your nieces.
