I find the 'tying him to the bed' very disturbing - that's not 'baby whispering' that's just down right disrespectful! Give them a cuddle if they need one!
Sleeplessness is totally debilitating and I offer this advice, which is the technique I used for my own three boys. It never failed.
1. Use a low volume and play recordings of sublime classical music in the baby's room. Mozart and Chopin are two good ones but you can choose your own.
2. Light a candle and put it where the baby can see it. The baby watches the shadows and flickering light patterns caused by the candle in the room and it has a hypnotic effect. Baby very quickly falls asleep. Make sure to blow out candle when the baby is asleep. So simple.
